All rules in the IDPA rulebook applies to DMG rules, except where noted or not applicable to DMG rules. The Regional DMG rulebook posted on the SADPA website will be the most current issue. Equipment Principles 1.1.2.1. DMG is a shooting sport that uses practical equipment to solve simulated real world self-defence. Firearms in D&D 5e are optional rules from the DM Guide; anything your table comes up with needs to be worked out with your DM. Your DM could decide that if you spend the down time and money to get proficiency, per the DMG recommendation, that will suffice.
The firearms in the DMG are reasonably straightforward and balanced. With a couple of additional elements, I think you can make a fully viable character out of them. Here are some additional rules to help with that.
